Job Title: QA-QC Deputy Manager

Location: Lagos, Nigeria

CONTEXT AND ENVIRONMENT: The purpose of the service is the establishment and implementation of the QMS "Quality Management System" QA/QC within the development project. Primary objective is to ensure that all project QA/QC activities are conducted in a manner compliant with the group rules and project requirements.

ACTIVITIES:

Pre Final Investment Decision (FID):

Under the authority of the Project QA/QC Manager during the pre-FID phase, the job holder shall:

• Assist and support the Package Manager(s) in assessing the Quality Plans and Control procedures of the Package bidders

• Attend as an observer potential Contractors project quality audits and or evaluations

• Assist the Project QA/QC Manager in determining, defining and developing methods, procedures, work instructions and techniques and where necessary, and ensure compliances are adhered to.

• Plan and allocate Quality functions to individual project packages

• Assist the Project QA/QC Manager in developing the Project Quality Plan(s), QA/QC Surveillance Plan(s) and Project development of specific Procedures for the Project Execution. Post EPC Contracts Award

• Ensure that FEED deliverables fully reflect QA/QC requirements of the applicable codes, standards and other guidelines, including in country and other international standards.

• Carry out appraisal of EPC contractors' quality system and evaluate the criticality of equipment, components, activities and systems.

• Evaluate Contractors and Suppliers quality plans, Inspection and Test Plans, long lead items, associated documents and identify any necessary corrective measures.

• Verify and systematically check all applicable project deliverables for Quality Assurances and compliances throughout the lifecycle of the project execution and delivery

• Coordinate Company Third Party inspection activities at equipment manufacturing facilities, suppliers' workshops and Contractors' sites.

• Review and comment On Contractors and Vendors ITP's for procurement, fabrication/construction and manufacturing stages.

• Attend selected criticality inspections/test/FAT as necessary to ensure highest level of confidence for the equipment and material being procured.

• Perform specific focused audits as necessary and issue reports.

• Monitor Contractors' document control.

• Review Contractors' Certification Plan.

• Review Contractors' specification control adherence to codes, standards and statutory requirements.

• Ensure that all nonconformities are resolved, track trends and make recommendations to the QA Package Leader and the PQM for inspection levels and frequency changes.

ACCOUNTABILITIES:

• Assist the Project QA/QC Manager to establish an effective QMS.

• Assist in the evolution of the Permits and Consents register

• Assist the Package Managers in their bidders evaluation (bids stage) & EPC stages of award

• Conduct or partake in any necessary internal and external audit programs to ascertain compliances and report the findings to Management.

• Produce and input into KPI's processes and Quality measurements reporting or activities

• Deputise for the Project Quality Manager as required in his absence

NECESSARY PROFILE:

• Higher Education (Technical).

• Knowledge of welding and NDT techniques is an advantage.

• Extensive experience in QA/QC including work experience within engineering projects.

• Good working knowledge of ISO 9001:2000 and the process based approach to quality management

• Should have an organised, systematic approach, able to multi-task and meet deadlines.

• High standard of English: Verbal and written communications including report writing and presentation

• Must be a team player, able to brainstorm and solve problems.
