DIMENSIONS OF THE JOB: Egina is a deep offshore development located in block OML130 in Nigeria operated by TOTAL Upstream Nigeria Limited. The development is located 150 km from the coast in 1550 m water depth and includes a spread moored FPSO of 240 POB, associated offloading calm buoy, 2 productions loops connecting six subsea manifold with 21 production wells and 3 injection lines connecting 23 water injection wells. A 20km gas export line ties in to the Akpo export pipeline to Amenam.

ACTIVITIES: The job holder shall ensure a high coordination with all package managers, project control team (Contract & Procurement, Planning) and with the subsidiary (Finance, Accounting, Joint-Venture).

The job holder will be required to:

ORGANISATION

•   Develop, communicate and implement procedures to ensure the efficient organization and operation of the Project budget, cost control, closure, reporting, invoice processing control according to Total procedures.

•   Manage the cost control team and make sure that a high quality of cost analysis is regularly provided by the team

•   Propose the mobilization plan of the Cost Controllers and required training plan if necessary to enable an efficient Cost Control Organization along the life time of the Project

BUDGET

•   Prepare for review the revised Project LOP and LTP data

•   Prepare for review the detailed annual budget

•   Participate in the presentation and the defence of the budget performance with NAPIMS

•   Liaise with Head of Contract & Procurement and Packages manager to perform Cost Estimate base on benchmark data.

COST FOLLOW UP

•   Develop, propose and maintain Projects cost structure under suitable work breakdown structures (In Country, Out of Country, USD, NAIRA, CO, etc.) which are suitable for cost tracking in the project life cycle and would allow efficient follow-up of commitment, expenditure, phasing and forecast..

•   Assist in the cost assessment of any contract variations

•   Liaise with TUPNI Cost Control so that G&A are charged fairly to the project

CLOSURE

•   Prepare the monthly closure and make sure accruals done are in accordance with current project progress.

•   Prepare all necessary documents so as to be SOX compliant regarding accruals

REPORTING

•   Issue a detailed internal and external monthly cost report (Trends, Areas of Concern, Budget Variance analysis, Commitment/Expenditure figures, Forecast at completion etc.) and advise Project Management on cost over-runs in a timely manner

•   Act as the interface with TUPNI financial department and provide them with data for incorporation in corporate financial documents

INVOICE PROCESSING

•   Implement an efficient invoicing process between the different locations of the project

•   Liaise with Deep Water Accounting to enable timely payment of invoices.

GENERAL

•   Promote cost consciousness within the Project

•   Ensure confidentially is being kept as per sensitive data

•   Act a the Sox control owner for specific controls

•   Liaise with internal and external auditors for cost justification.

•   Prepare the required cost recovery related documentation in connection with the other entities of the Project.

HSE

•   To fully comply with office security, health and safety instructions.

•   To stay vigilant and maintain continuous awareness of hazards and surroundings.

•   To report to Management on any issue they may face or observe and propose way of improvement.

•   To also take care of colleagues safety and behavior without hesitating to intervene as much as necessary.

•   To give his own input and making sure the workplace is safe (obviously clean and tidy).

•   In doubt to ask questions to gain clarification.

•   To fully comply with Security rules about Travelling in Nigeria.

Required skills:

Education: Engineering, Commercial or Finance degree

Experience:

•   10 years experience in Oil and Gas Exploration and Production and 5 years management on an international Oil and Gas project.

•   Good knowledge of SAP management system.

Skills:

•   Ability to work on projects in a complex and multicultural environment and used to communication with international technical staff.

•   Skills to constantly look for improvement of efficiencies and simplified business processes, and the ability to implement these effectively.

•   High level of coordination skills in order to gather cost data from project leaders, accounts and others.

•   Well-developed communication and interpersonal skills, both written and verbal, including the confidence and ability to present information effectively to any audience.
