Committee recommends immediate implementation of CTN

•Sets March 1 as enforcement date After wide ranging consultations with stakeholders, a technical committee set up by the Nigerian Ports Authority (NPA) has recommended immediate implementation of the Cargo Tracking Note, a facility designed to enhance the safety and identification of cargoes. The technical committee made up NPA's general managers, port managers, terminal operators, Manufacturers Association of Nigeria, Nigerian Association of Chambers of Commerce Industry, Mines and Agriculture (NACCIMA) as well as Transport and Port Management Service (TPMS), recommended that all cargo shipments beginning from the date of implementation whether inbound or outbound should be subjected to CTN control at the port of loading. According to the committee, shipping lines would be penalised for non-compliance, with a grace period granted from the published implementation date of January 11 to March 1, 2010 when enforcement would start.It resolved that all export items from Nigeria would be free of CTN charges in an effort to support government's objective of encouraging the growth of the export industry, insisting that the cargoes must have the CTN numbers for control purposes. "The CTN control will have no effect on freight rate, while information supplied on CTN forms will remain confidential and the prerogative of government and for its consumption", the report explained.Moreover, it was recommended that in order to strike a balance between the need to be consistent with NPA and international trade practice, as well as address agents' peculiar challenges, the CTN tariff shall remain denominated in Euro and to be paid in US Dollar equivalent. On CTN control tariff for export from Nigeria and imports to Nigeria, empty containers will not to attract any fee.  But laden 20-footers from Africa and Europe will attract 50 Euros respectively while 100 Euros will be paid on boxes from other parts of the world. For 40ft containers from Africa and Europe, 100 Euros will be paid while boxes from other parts of the world would attract 150 Euros.   Similarly, vehicles that are less than five tons from Africa and Europe will attract 50 Euros, while the ones from other parts of the world will attract 100 Euros. Also vehicles above five tons from Africa and Europe would pay 100 Euros, while the ones from other parts of the world would pay 150 Euros.
