Job Title: State Programme Officer – SPO

Responsibilities:

•   Liaison with Key Programme Partners; – Liaise with SAVI Abuja (NTL/DTL, National TA, Federal Team, etc) as required through the STL. – Liaise with key high-level partners (DFID, leadership of State Govt & SHoA, etc) as requested/delegated by the STL. – Liaise with implementing partners in CS, Media, SHoA, MDAs under assigned Outputs (for which the SPO has been delegated lead responsibility by the STL) – Liaise with STLs, OMs, FOs or equivalent staff of Other Programme's serving as implementing partners on outputs/ sub-outputs handled by the SPO, with oversight of the STL.

•   Leadership of Programme Implementation (Output Level); – Coordinate strategic planning, budgeting and implementation of assigned Outputs with the rest of the state team, ensuring synergy between Outputs, and practical compliance with Programme Operations Manual by partners. – Diagnose partners capacity building needs (primarily through use of PCA/OCA with partners) and identify support required to meet needs (in line with SAVI's empowerment approach) – Manage external support (local, state and national TA inputs, in line with guidelines in Programme Operations Manual) to meet agreed partners requirements on assigned Outputs

•   M&E, Reflection, Reporting, KM & Communications: Develop and implement M&E plans relating to assigned Outputs, as well as to Outcome & Impact Level M&E as requested/delegated by the STL.

•   Support STL with Programme Engagement (Impact & Outcome Level)

•   Teamwork & Mentoring

Minimum Job Requirements:

•   Minimum 3 years experience in Programme Development and Delivery

•   Degree in Social Development, Community mobilization, Political Science or similar discipline

•   Experience working with an International Donor Organisation or Int. NGO

•   Worked with CSOs (Civil Society Organisations), the Media and State Legislature

•   Proven experience of relationship management with key partners

•   Worked in Kaduna, Jigawa and Yobe (or surrounding states) and has commitment to the State's development

Programme Details:

•   SAVI is a DFID-funded programme providing support to help Nigeria use its resources more efficiently/ effectively with focus on Governance and Service Provision.

•   The objective of the programme is to increase the ability of citizens to claim rights and hold governments accountable.

•   The programme is functional in Abuja (head office), Enugu, Jigawa, Kaduna, Kano, Lagos, Zamfara, Yobe and Katsina.

•   Services are provided to select CSOs, think tanks, media outlets and SHoA in building up their capacity in representing citizens' demands and holding government to account.

•   Through funding of activities, mentoring and helping with access to government SAVI aims to help these organizations develop their own ability to engage in issue based advocacy and monitoring of government processes.
