Job Description:

The Designee will be required to:  – Acts as prime contact for Commissioning and participates in Project committees  – Co-ordinates commissioning activities with other project entities/existing facilities  – Defines facilities handover procedures to the subsidiary operations team  – Mobilizes a team for commissioning preparation and execution integrating start-up and operations personnel  – Develops a strategy in order to maximize onshore commissioning and minimize lost time due to interfaces, along with a commissioning sequence  – Manages the preparation of pre-commissioning/ commissioning procedures and reporting tools (including technical database, planning, punch list control).  – Manages execution of commissioning to maximize productivity, minimize cost and achieve smooth hand over.  – Supervises commissioning reporting to ensure that all information is properly recorded, collected and available  – Supervises the schedule of commissioning in order to reach the planned end date  – Trains and evaluates collaborators of the Commissioning team  – To ensure proper implementation of all Precomm./Com requirements.  – To ensure that EPC contractors' databases are completed in a timely and efficient manner, with particular attention to the system/subsystem breakdown, the test/check sheet formats developed, etc.; and to carry out or coordinate checks and audits so as to guarantee the quality of the database.  – To ensure that lists of pre-commissioning and commissioning procedures are fully comprehensive; to implement the proper control of all commissioning procedures issued, including operational test procedures.  – To review pre-commissioning and commissioning schedules and timelines and ensure that these remain consistent with project milestones and operational constraints.  – To ensure proper control of the pre-commissioning status and proper handover to commissioning (RFC).  – To implement the effective supervision and coordination of all commissioning activities pertaining to both EPC contracts; in particular, to closely monitor the updating of the commissioning schedule and provide input as required (e.g. planning of baseline inspection activities); to ensure that commissioning activities are completed on schedule; to ensure that inter-discipline checks are duly planned and performed; to control the timely issuance and the accuracy of all progress reports; to ensure (and coordinate if need be) the intervention of vendors, including OJT required by training and operations entities; to ensure that temporary utilities, tools, spare parts and consumables are available; to liaise with the EPC contractors' commissioning team.  – To approve commissioning forms as per the signatory matrix of the project.  – To ensure the effective handover between project and operations.

HSE Responsibilities:  – Ensure that Project HSE policy and objectives are cascaded within Field Operations Team.  – Ensure implementation of Project HSE Management System with pro-active involvement of Field Operations personnel during the commissioning, Start-up and Operations phases.  – Promote the "Think Safety First" attitude throughout the Field Operations Team.  – Ensure Field Operations personnel are included in the Project HSE Training Plan.  – Ensure that Field Operations Contractors have an HSE Management System that meets COMPANY HSE requirements.  – To ensure active participation and contribution of the ProjectOperations team in project Hazid, Hazop, PTR's, SPOT Audits, Risk Studies, RAM etc. and follow up on the implementation of any recommendations in order to guarantee compliance  – Ensure that Risk Assessments are conducted for Field Operations work activities, and implemented via the use of work permits, and daily Tool box talks.  – Participate in Project HSE Committee meetings.  – To fully comply with office security, health and safety instructions.  – To stay vigilant and maintain continuous awareness of hazards and surroundings.  – To report to Management on any issue they may face or observe and propose way of improvement.  – To also take care of colleagues safety and behavior without hesitating to intervene as much as necessary.  – To give his own input and making sure the workplace is safe (obviously clean and tidy).  – When in doubt, ask questions and gain clarification.  – To fully comply with Security rules about Travelling in Nigeria.

Job Requirements:

•   Education: B. Eng (or equivalent) in Engineering (Chemical, Electrical, Mechanical or Petroleum)

•   Professional experience: 15 + years' experience in oil and gas activities including a minimum of 5 years in commissioning activities at a Senior Level, with proper level of technical understanding of all the disciplines involved (field operations, mechanical, electrical, instrumentation, control systems, etc.). Familiarity with COMPANYOPERCOM methodology.

•   Commissioning activities of offshore oil and gas production, process facilities, utility systems, marine equipment etc.

•   Language: Fluent in English, with French as an added advantage

To have experience in:  – Risk analysis, Safety of persons and facilities  – Personnel management and evaluation with emphasis on management of multicultural teams.  – Maintenance methods, Metering, Inspection techniques.  – Production, oil and gas processes, produced water treatment and disposal.  – Project Management, Planning and Scheduling.  – Projects / works, drilling, logistics and Simultaneous Operations.  – Budget and Cost control management, requests for Proposals, Contracts and Contract management.  – Regulatory framework of the Group / Countries.
