Obama Don't Need Congress Approval on Libya - The White House

The White House finally made its case to Congress on why it doesn't need lawmakers' approval to forge ahead with military operations in Libya.

Ten republican lawmakers on Wednesday sued President Barack Obama for taking military action against Libya without war authorization from Congress. The lawmakers said Obama violated the Constitution in bypassing Congress and using international organizations like the United Nations and NATO to authorize military force.

However, Senior administration officials of the White House submitted a detail report  to Congress that maps out the administration's legal justification for Obama continuing to call the shots on Libya without congressional approval.

The White House officials encamped their statement by saying, " We are not at war on Libya, but playing a supportive role to NATO- led Military effort in Libya - that is, no U.S. troops on the ground and no potential for casualties -- and only plans to be involved for a short time, means Obama doesn't need congressional authorization per the War Powers Act to proceed".

According to Americans "War Powers Resolution 1973" the law prohibits the military from being involved in actions for more than 60 days without congressional authorization, plus a 30-day extension.

According to the War Powers Resolution 1973, the Obama administration is still acting withing the ambit of the law.
