2009 budget: FG scores agric, police affairs high

The Federal Government budget assessment team has adjudged the ministry of agriculture and water resources and the ministry of police affairs as the two best performing ministries in the 2009 financial year. The two ministries top the table of assessment with 83.59 percent and 71.46 percent respectively in the 2009 budget.Other ministries that have equally performed and considered as heavy spending besides agriculture and water resources and police affairs are defence, foreign affairs and science and technology.  The Federal Government had in 2008 set up a monitoring mechanism to measure the overall performance of all MDAs.Fielding questions from State House correspondents on the performance of the 2009 appropriation, Mansur Muhtar, minister of finance, disclosed that of the nine MDAs related to the seven-point agenda of the government, only agriculture and water resources and police affairs achieved the government's budget target.  The minister, who backed up his presentation with a detailed document from the Budget Office, added that while the agric ministry achieved the highest record of 83.59 percent, in terms of budget performance in 2009, the police affairs was able to record 71.46 percent, thereby becoming second in the performance table.In all, the minister disclosed that only 16 MDAs achieved 70 percent performance in 2009 as against 34 MDAs out of the 39 MDAs in 2008.  Muhtar further disclosed that the nine seven-point agenda related MDAs accounted for 61.4 percent of the capital budget, the overall capital funds utilisation rate in relation to the budget was 49.5 percent in 2009 compared to the 57.01 percent reported for 2008.
