GENERAL INFORMATION

Main Sector of assignment: Strategic partnerships and resource mobilisation

Country and Duty Station: Cairo, Egypt

Duration of assignment: One-year fixed-term appointment, renewable at least once subject to satisfactory performance, recommendation by respective office and donor agreement

Content and methodology of supervision

As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:

• Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO

• Establishment of a work plan, with clear key results

• Effective supervision through knowledge sharing and performance/development feedback throughout the assignment

• Easy access to the supervisor

• Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness

• Guidance and advice in relation to learning and training opportunities within the field of expertise

• Completion of the yearly UNDP Results and Competency Assessment (RCA)

• If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties

In addition, the following specific supervision arrangements will apply:  

Duties, Responsibilities and Output expectations:  – The incumbent will provide support to the division team in advancing the concepts and practices of South-South cooperation as an effective strategy to help achieve the MDGs, eventually the Sustainable Development Goals and other internationally agreed development priorities. – This Cross-Practice post will be part of the Practice Architecture anchored in the Regional Center in Cairo through which support to UNDP Country Offices (CO) and UN Country Teams aim to strengthen UNDP Development and Management results as well as UN Coordination results. As an integral part of this Practice Architecture and in support of its aims, the Programme Analyst on South-South Cooperation will spearhead South-South Cooperation as a development driver in the Arab States Region, including identifying opportunities to expand South-South and triangular cooperation, identifying partners and developing networks for advocacy for South-South Cooperation, including in cooperation with regional bodies such as the UN Economic and Social Commission for West Asia (ESCWA), and the League of Arab States, National Governments (through the appropriate CO), the Private Sector and Civil Society.

Duties and Responsibilities and Output Expectations:

• Provide analytical support for the promotion and optimization of South-South and triangular cooperation in the Arab States Region, including in alignment with Practice-specific and other Cross-Practice priorities and substantive contributions to South-South cooperation (approximately 30% of the workload);

• Provide substantive inputs to strategic advice on South-South trends and opportunities in the region at the request of the National South-South Focal Points of the Governments in the RBAS region. Participate in the reviews of Regional South-South plans for UNDP Country offices, other UN Agencies, the Regional UN Economic and Social Commission for Western Asia (UNESCWA) (15% of the workload);

• Initiate and implement strategic promotion (marketing and showcasing) of development solutions, best practices and lessons learned utilizing the 3-in-1 Multilateral Support Architecture supported by the UN Office for South-South Cooperation, namely the Global South-South Development Academy, the Global South-South Development Expo, and the South-South Global Assets and Technology Exchange (SS-GATE) (25% of the workload);

• Take stock of relevant development practices in the Region on a demand-driven basis, coordinate production of analysis of best practices, lessons learnt and promote networks from Government, private sector and civil society to strengthen the use of South-South Cooperation as a development tool. Facilitate interregional and intra-regional learning by drawing lessons learnt and making best practices available to partners (20% of the workload);

• Analyze and summarize relevant policy briefs and papers to contribute to policy advocacy and programme development efforts in the Region and support the UNDP Country Offices, UN Agencies and ESCWA on emerging opportunities for South-South Cooperation in the Region. Provide analytical support in the preparation of the regional inputs of the Secretary General's biennial Report on State of South-South Cooperation (10% of the workload).

Qualifications and Experience:

Required Education and Work Experience:

• Master's Degree or equivalent Advanced Degree in a related field of expertise

• A minimum of two years of paid working experience in a relevant field

• Working knowledge of English

• Age: Must not be more than 32 years on the date of application

• Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.

• An interest in adapting to varied physical environments; and a desire to work with people with different language, national and cultural backgrounds;

• Evidence of ability to think strategically, work independently and demonstrate a sense of self-assuredness.

• Respect for the UN principles of the United Nations Charter and the participating UN organization's mission statement
