Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) in Nigeria, direct supervision of the Resource Management Officer, and in close collaboration with the IOM ITC Accra Support Team, and the Information technology and communications Center (ITCSC) in Manila, the successful candidate will provide overall installation, maintenance and technical support to IT users and infrastructure for IOM Nigeria Mission and all sub-offices – in particular Lagos. He/She will also contribute to the development and implementation of an efficient information technology and communication strategy, in the multi-year European Commission (EC) – funded IOM Project, "Promoting Better Management of Migration in Nigeria".

Core functions / responsibilities:

1. Ensures timely, daily technical support and troubleshooting including: desktop support and assistance, active directory administration, communication and coordination with ITCS Manila that may be required in order to maintain IOM standards.

2. Provide assistance and training to staff in the use of ITC standard software, hardware, and other equipment.

3. Ability to install new hardware including: PC, laptops, servers, printers and software in any particular location. Support users with issues using office.

4. Ensure the required performance and stability of network services and servers (LAN, WAN, Exchange, Internet etc) to prevent and minimize downtime.

5. Maintain IOM's internet and phone packages, network infrastructure and advise on future development including internet solution, fixed phone lines, fax lines and mobiles.

6. Ensure daily monitoring and adequate completion of servers' backup.

7. Maintain the ITC inventory list, including both hardware and licenses

8. Monitors inventory levels and alert supervisor when low thresholds are reached.

9. Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay.  

10. As a systems administrator he/she will be expected to provide help desk support to the Communications Assistant with updating the website, and any other multimedia project that may be developed.

11. Attempts to resolve as many problem calls or service requests on initial contact.

12. Monitor the use of Internet by staff and advice management of any such abuses or excesses by staff that may become evident in the course of their work.

13. Provide technical support in the IT related programming activities.

14. Keeps abreast of developments in technology both in the UN and in the industry in general.

15. May be required to visit user's premises to resolve problems in other sub-offices

16. Perform such other duties as may be assigned.

Technical

a) Previous experience working in a multi-site environment and with an IT Support Centre;

b) ensures application of all I.T institutional policies and guidelines;

c) SQL training and knowledge of access applications an added advantage.

Desirable Qualifications and Experiences:  

a) completed university degree from an accredited academic institution in Computer science; Microsoft Certified Technology Specialist (MCTS) and Microsoft Certified Solutions Expert ( MCSE) professional certifications as an I.T professional an added advantage;

b) five years of relevant experience in the field of ITC including operational and field experiences;

c) experience with managing an exchange server is required;

d) ability to work with an established IT support centre – communication by phone and email;

e) extensive knowledge of: Windows OS and active directory services, networking and network security equipment. VOIP and corporate Skype installations and other IOM approved software as may be required; WEB filtering and WEB reporting equipment in particular McAfee products. Anti-virus solutions, in particular TrendMicro corporate backup solutions.;

f) Knowledge of network monitoring protocols and tools like Simple Network Management Protocol (SNMP), Windows Management Instrumentation (WMI) and OPManager as well as Cisco Certified Network Associate (CCNA) qualification will be an added advantage.

Language: Thorough knowledge of written and spoken English.
