Main Purpose of the Job:

•   To manage and maintain a comprehensive HR framework with a view to ensuring that the human resources of DWC assist in achieving the school's strategic goals.

•   Directs staff in the areas of organizational structure, employment, compensation, employee database maintenance, payroll, benefits administration, employee relations, orientation/training/development, performance management and policy / process revisions

Key Responsibilities:

•   Ensures implementation and constant revision of the college's Human Resources Strategy.

•   Develops and implements Human Resources Plan to reflect the stipulations of the college's overall strategy.

•   Develops and monitors DWC's human resources budget; i.e. training and salary budgets for teaching and non-teaching staff, etc.

•   Provides support to the management on all employee related issues.

•   Provides advice on timely recruitment and retention of required level and quality of professional and support staff, in order to meet the college's needs.

•   Prepares information and input for the salary budgets. Ensures compliance to the approved salary budget; giving focus on pay for performance and salary benchmarks where available.

•   Ensures adherence to corporate guidelines on salary adjustments and promotions. Coordinates increments and promotions of all staff.

•   Ensures appropriate communication of policies, processes and management decisions to DWC staff at all levels.

•   Maintains and develops leading edge HR systems and processes to address the effective management of people in relation to the following: – Staff recruitment and retention. – Induction of new hires. – Discipline, reward and recognition. – Training, career development and succession planning – Competency mapping and building – Compensation and benefit – Employee performance management and motivation

•   Ensures a motivational climate in the organization, including adequate opportunities for career growth and development, i.e., Employee Champion.

•   Administers all employee benefit programs with conjunction with the Finance and Administration departments.

•   Provides counsel and assistance to employees at all levels in accordance with the company's policies and procedures as well as relevant applicable laws.

•   Performs central HR Administrative functions; i.e. Preparation of employee offer letters, salary letters, employment contracts, processing of leave requests, etc.

•   Maintains complete/accurate personnel records.

•   Conducts regular compensation surveys and makes recommendations to the management, thus ensuring DWC remains a fair and competitive employer.

•   Supports the implementation of and compliance with appropriate local labour legislation; i.e. pension laws, tax laws – remittance of pay as you earn (PAYE), etc.

•   Ensures all employees maintain an appropriate level of compliance with respect to the college's human resources policies and processes.

Key Performance Indicators (KPI):

Recruitment KPI;

• Average time to recruit new hires. Calculating from date of recruitment request to date of employee hired.

• Percentage of recruitment that meets hiring plan

• Percentage of new hires with satisfactory appraisal at first assessment

Performance Management KPI;

• Percentage of appraisals completed on time.

• Percentage of employees above or below competence.

Training KPI;

• Number of training programmes offered and implemented.

• Employee satisfaction with training plan and implementation.

• Percentage of HR budget spent on training

• Percentage of employees gone through training

• e-learning opportunities utilized

Employee Records Management KPI;

• Completeness of staff records at all levels

• Ease of retrieving employee related information

• Level of compliance with confidentiality of employee records  

Regulatory / Compliance KPI;

• Level of compliance with local labour laws

• Level of The college's adherence employee pension contributions and tax laws – PAYE

• Degree of employee compliance to the college's policies and processes.

Minimum Job Requirements

Education/Certifications:

•   The ideal candidate would be an experienced HR generalist with a minimum of 5 years experience in leading HR in a reputable organization.

•   First degree in business or humanities is mandatory, Masters Degree in HR or a recognized HR certification (CIPD, CIPM or SHRM) will be an added advantage.

•   The individual must have great interpersonal skills and excellent communication skills..

Experience:

•   Minimum of 5 years of Human Resource Management experience.

•   Must have demonstrated strong leadership skills in previous engagement(s).

•   HR generalist experience must cover HR strategy & policy, recruitment, on-boarding, compensation & benefits, personnel administration, training management, employee relations and exit management

Knowledge, Skills and Abilities:

• Excellent computer skills including Excel, Word, Power Point, any Human Resources Information System

• Must be able to effectively communicate with all levels of the organization in written and verbal form.
