Senate passes bill on former officeholders' remuneration

...shuts out Buhari, Babangida, Gowon, AbdulsalamiThe Senate on Thursday passed the bill for remuneration for former presidents, shutting out former military heads of state, Generals Yakubu Gowon, Muhammadu Buhari, Ibrahim Babangida and Abubakar Abdulsalami, from benefitting. The bill is among the backlog from the last Senate and transmitted to former President Olusegun Obasanjo for assent. But he could not assent on them before the expiration of his tenure in 2007. The thrust of the bill was essentially to amend Decree 32 of 1999 and ensure that only democratically elected former presidents are entitled to benefit from the entitlements and benefits enumerated in the schedule to the bill.With the passage of the bill, former Presidents Shehu Shagari and Olusegun Obasanjo are two former democratically elected presidents qualified for the benefits alongside their deputies, Alex Ekwueme and Atiku Abubakar. According to the bill, the amount of money to be paid would be recommended from time to time by the Revenue Mobilisation Allocation and Fiscal Commission and will be approved by the National Assembly as up-keep allowance in addition to the pension entitlement under Section 84(5) of the 1999 constitution. Other former leaders qualified to benefit from the passage of the bill are Senate President and his deputy; speaker of House of Representatives and his deputy, and Chief Justice of the Federation.
