HOS bars Permanent Secretaries from Foreign Trips

The Head of the Civil Service of the Federation, Mr. Stephen Oronsaye, has warned Federal Permanent Secretaries who have been directed to take charge, in view of the last week's dissolution of the Executive Council of the Federation that they should not see themselves as acting ministers.
