1. SENIOR PROGRAM OFFICER (SPO)

RESPONSIBILITIES:

•   The Senior Program Officer (SPO) will assist the Project's Chief of Party (COP) in providing overall coordination of interventions for the Project in the state.
•   The senior Program officer manages all activities within the state and ensures coordination and collaboration with stale agencies and Commissioners as well as other implementing partners operating within the state.
•   He/she ensures integration of project activities into a single strategic approach at the States, local government, and community levels.
•   He or she assists the COP in providing oversight and technical direction to the state team and collaborates with the Technical Advisor for OVC and M&E to ensure the appropriateness and quality of interventions.
•   He or She is responsible for coordinating all project activities in the states under his jurisdiction.
•   S/he will be the driving force in grantee capacity building and grants management and will work closely with the technical advisors to address capacity gaps within the grantees.
•   He/she will support the M&E specialist with ensuring data about all project activities are collected and submitted to the head office.
•   S/he is responsible for ensuring that NGOs in the state are mobilized to provide quality services to OVC through adherence to national standards and Other approved tools of the Federal Ministry of Women Affairs and Social Development Along with the COP, he or she serv(!S as a technical liaison between the Stale offices, and other donors and stakeholders operating in states within the zone

QUALIFICATIONS:
•   Post graduate degree in public health, education, public administration or management, or a combination of equivalent relevant experience and education
•   Minimum of 6 years experience managing and engaged in health and education projects.
Reproductive Health and Family Planning, or Maternal Child Health, or integrated health projects.
•   Demonstrated technical expertise in at least one of the following areas: Child Survival; Reproductive Health/Family Planning, Maternal Child Health. Child survival of immunization, Organizational Capacity Building, Quality Assurance, integrated health education, and Behaviour Change Communication.
•   Demonstrated successful experience collaborating with community, local, and State-level artners. Understanding of US Government regulations and administrative procedures.

2. FINANCE & ADMIN OFFICER (FAO)


RESPONSIBILITIES:
The Finance and Admin Officer will oversee the operations and finances ofthe state office and will:
1. Be responsible for all day to day accounting. check writing and managing bank account following USAIO regulation and MSH policy and procedures
2. Ensure the proper use. maintenance and repair of facilities and equipment, such as generators, vehicles, communication, computer units and peripherals, video and audio equipment, other office equipment, and air conditioners.
3. Provide logistics support and coordination to all field activities and staff travel.
4. Ensure implementation of regulations and procedures for local purchase, procurement and logistics management.
5. Maintain rigorous operations in the field office. Communicating regularly with the home office to assure smooth operations.
6. Assist technical staff to develop and manage monthly and quarterly activity budgets.
7. Supervise administrative and finance staff.

KEY QUALIFICATIONS:
1.University Degree in Business Management or accounting or equivalent certification from a
Business Technical School.
2. Minimum 3 years management experience with USAID funded project.
3. Proficiency in Microsoft Office Programs, especially Excel spreadsheets.
4. Ability to use accounting sol1ware (i.e. QuickBooks).
5. Demonstrate good judgment and solid financial "common sense".
6. Ability to create and monitor budgets.
7. Understand the principals of adequate documentation and of audit and performance necessary to ensure audit compliance.
8. Advanced written and verbal proficiency in English including business terminology.
9. Excellent communication and organizational skills.

3. TRANSPORT OFFICE ASSISTANT (TOA)

RESPONSIBILITIES:
The TO Assistant is responsible for ensuring the smooth operations of transport service office by providing clerical support. She or he works with transport officer to track drivers' movement by updating log board. keeping fuel tracking, vehicle service and maintenance log, tracking and supporting consultant with their movements, help TO plan driver's schedule as per the Technical Advisor's Activity Profile and submitting monthly transport report to Sr. Management. She or he is responsible for working with other staff from the headquarters and or state coordinate smooth transport service operations.

KEY QUALIFICATIONS:
•Bachelor's Degree and/or equivalent relevant experience.
•Verbal and written language skills in English required.
•Ability to work independently and take initiative.
•Ability to learn complex program procedures.
•Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
•Strong ofl1ce and organizational skills.
•Demonstrated ability to work as an effective team member in a complex and fast paced environment.
•Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients and consultants.
