Job Title: Procurement Specialist (initial appointment – 2 years)

This invitation for applications follows the general procurement notice (Reference No. AfDB43-04/12) for this project that appeared in UN Development Business online on 27 April, 2012.

The International Institute of Tropical Agriculture (IITA) (the Executing Agency) and its partners Africa Rice Centre and the International Centre for Agricultural Research in Dry Areas (the Implementing Agencies) has received a grant of about US$ 63 million from the African Development Fund (ADF) to finance the Multinational-CGIAR Project on Support to Agricultural Research for Development of Strategic Crops In Africa (SARD-SC). The strategic crops within the context of the project are Cassava, Maize, Wheat and Rice.

The overall objective of SARD-SC is to enhance food and nutrition security and contribute to poverty reduction in Bank's low income Regional Member Countries (RMCs). Its specific objective is to enhance the productivity and income of four CAADP's priority value chains (cassava, maize, rice, and wheat) on a sustainable basis.

The International Institute of Tropical Agriculture, the Executing Agency for the SARD-SC, wishes to use a portion of the grant to engage the services of a procurement expert as the Procurement Specialist. Thus, the IITA would like to inviteprocurement experts with track records to apply for the post of Procurement Specialist under the SARD-SC Project.

Duties: Successful candidate will among other assignments:

•   prepare the annual procurement plans of the project using inputs of project experts;

•   undertake bid documents preparation under the AfDB procurement rules;

•   undertake the tendering, monitoring of a portfolio of contracts in accordance with Africa Development Bank (AfDB) procedures;

•   support bid evaluation process as may be required by the project management;

•   prepare and process purchase orders and documents in accordance with policies and procedures;

•   source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers;

•   assist in the selection of appropriate suppliers and contractors;

•   promote good procurement practices with due regard to sustainability, ethical purchasing standards and whole life costing;

•   participate in negotiation of contract terms on a range of central contracts and to monitor performance against these contracts;

>li>maintain complete updated purchasing records/data and pricing in the system;

•   execute and monitor all regular purchasing duties;

•   coordinate with end users and suppliers in the purchasing scope of work for projects assigned;

•   assist in managing and following up overseas orders;

•   handle and monitor claims with vendors for defective, shortage, missing parts;

•   coordinate with suppliers to ensure on-time delivery;

•   monitor and co-ordinate deliveries of items between suppliers to ensure that all items are delivered on time;

•   plan and manage inventory levels of materials or products;

•   source for new parts, suppliers or sub-contractors when the need arises.

3.0 Qualification/Selection Criteria

Education: At least a Masters Degree in relevant discipline (e.g. Engineering, Architecture, Procurement, Law, Management, Commerce, Agriculture and Finance)

Working Experience: A minimum of six (6) years of project procurement experience, with a minimum of four (4) years in Africa. Procurement experience in an international/multinational financial organization is advantageous.

The ideal candidate must have: i) the capacity to work effectively in a team; and ii) be competent in the use of Microsoft Office applications such as Word, Excel and Business Operating Systems.

Key Competencies Required: i) capacity to pay attention to details and accuracy; ii) Planning and organizing capacity; iii) Information and task monitoring; iv) problem analysis; v) strong customer-service orientation; and vi) Judgment and problem solving.

4.0 Remuneration:

5.0 Language:

The candidate should communicate fluently (orally and in writing) in English or French with a good working knowledge of the other language.
