JOB PURPOSE:

• Responsible for Core Quality of Service monitoring, analysis, Optimization and Operational re-engineering ensuring Core Network performance indices are maintained above agreed targets delivering best in class Customer experience.

•   Drive initiatives and interventions to improve Core and overall Network quality

PRINCIPAL ACCOUNTABILITIES

MAJOR ACTIVITIES AND EXPECTED END RESULTS

CS Core Performance Analysis & Optimization Activity areas will be on

• Performance and Capacity monitoring/reporting of GSM Core Network service

• To monitor Core Network with the aim of identifying poor performance and escalating/follow up on Partners to improve performance and give customers desired experience.

• Coordinate KPI improvement recommendations to ensure timely intervention in the case of perceived degradation across Core TDM, IP & Signalling interfaces

• Analysis of SS7-ISUP & SIGTRAN information data for all interfaces and determine appropriate actions to maintain optimal performance of the signaling network

• Core Network optimization including POI, Routing, traffic balancing and KPI optimization across all interconnect nodes

• End to end Core Network Performance management within the Managed Service Contract

Roaming and International Gateway

• Provide pro-active and reactive Roaming quality monitoring to reduce roaming quality issues for GSM,GPRS roaming services

• IR21 roaming database implementation auditing. Roaming interconnection checks over GRX

• SCCP routing verification and analysis. CAMEL information audit and troubleshooting

• Traffic quality management, Least Cost Routing (LCR), ILD, TRD, LU reject. Root Cause analysis and optimization

Service Delivery Platforms Optimization

• Analysis of Signaling information messages across Service Delivery Platforms; STP, HLR, SMSC, IVR, EMM,USSD .GPRS testing and interpretation, GRX, SMS interworking- MO/MT failure investigation

• Provide high level technical support to the core performance/optimization team in isolating bottle necks in the network

Management Reporting

• Provide routing management reports accurately and timely to management

Educational Qualifications & Functional / Technical Skills –  Bachelor of Engineer degree (communication, electronics, or related fields ) –  Sound knowledge of Mobile Network Planning, Optimization and/or O&M –  Analytical, statistical and Presentation skills –  Expert technical knowledge of BSS/NSS protocols including SS7 MAP/ISUP, SIGTRAN, SCTP BICC,M3UA, M2UA, , BSSAP, SCCP –  Detailed knowledge of control and Access layer technologies with ability to evaluate protocol context and terminations for all MGCP and H.248 end points –  Conversant with supplementary service delivery platforms (SDP, STP, HLR, SMSC, IVR etc. and their performance criteria. Knowledge of interworking of the various network nodes and services platform –  Ability to perform protocol analysis for CAP messages including CAP3 –  Excellent knowledge of TDM, IP/MPLS/Ethernet interfaces. –  Understanding and practicability of relevant GSMA practices dealing with Global Roaming Quality [ PRD IR-21, IR-81, IR-42] –  Ability to optimise scheduling of tasks and activities to meet specific project

goals and objectives –  Excellent presentation skills and positive customer oriented attitude –  Effective team leadership –  Ability to deliver results using others

Relevant Experience –  Minimum 10 years in GSM Network performance/Optimization –  Minimum 5 Years Managerial experience –  Minimum 12 year experience in Mobile Communication –  Minimum 5 Years hands on experience in GSM Core operations/planning/optimization
