Delta State Governor, Hon Sheriff Oborevwori, presented a comprehensive N714.4 billion appropriation bill for the upcoming 2024 fiscal year to the State House of Assembly on Wednesday.
Governor Oborevwori outlined the budget, named ‘Budget of Hope and Optimism,’ which allocates N316.6 billion (44%) for recurrent expenditure and N397.9 billion (56%) for capital expenditure.
In his address, the governor emphasized that this proposal, his first since taking office, is designed to drive sustainable economic growth, boost investments and productivity, improve the ease of doing business, and foster ample opportunities for citizen participation in the economy.

Addressing specific allocations, Oborevwori detailed, “In 2024, we propose to spend N150 billion on road infrastructure for the ministry of works; N46.55 billion on education, N18.65 billion on health, N7 billion on agriculture, and N7.5 billion on urban renewal.
Environment will gulp N2.1 billion and youth development, N1.7 billion. These key sectors are very essential in our 2024 budget.”
He highlighted the administration’s commitment to advancing urban-rural integration, particularly through the construction of critical road infrastructure.
Oborevwori acknowledged the anticipation of possible salary increases by the Federal Government in 2024, reflected in the personnel cost of N150 billion, while the overhead cost mirrored the inflationary trend in the country.
The governor assured the citizens, stating, “This administration is focused, process-driven, and result-oriented in its governance style.”
Governor Oborevwori appealed for the swift passage of the appropriation bill by the lawmakers.
In response, Speaker of the State House of Assembly, Rt. Hon Emomotimi Guwor, emphasized the historic nature of the budget presentation, being the first by the governor, who was the immediate past Speaker of the House.
Guwor pledged that the House would ensure the budget substantially complies with the International Public Sector Accounting Standard, aimed at enhancing internal control and result-based financial management in the state’s public sector.
