Federal Executive Council Resolutions for Wednesday, 15th January, 2014

The meeting of the Federal Executive Council was presided over today, by the Vice President, Arc. Mohammed Namadi Sambo, with most Ministers in attendance.

Memo presented to the Council by the Minister of Federal Capital Territory, approval was given for the award of contract for the provision of engineering infrastructure to Wasa affordable housing site in the FCT:

After the adoption of the previous conclusion, the Minister of the Federal Capital Territory Administration presented memorandum to seek council’s approval for the award of contract for the provision of Engineering Infrastructure to Wasa Affordable Housing Site.

The project is in line with the establishment of FCT Satellite Towns Development Agency (STDA) whose mandate is to provide infrastructural facilities and social amenities to Satellite Towns and rural areas of the Federal Capital Territory.  In addition, the project upon completion will generate employment opportunity for at least 30 professionals, 50 Technicians and 100 unskilled labourers.

After deliberations, council approved the award of contract for the provision of Engineering Infrastructure to Wasa Affordable Housing Site, in favour of Messrs Gilmor Engineering (Nigeria) Limited, in the sum of N28,117,904,027 (Twenty-eight Billion, One Hundred and Seventeen Million, Nine Hundred and Four Thousand, Twenty-seven Naira) only with a completion period of 48 months.

Approval for the award of contract for the operation, maintenance and staff training for Wupa Basin Sewage Treatment Plant, Abuja:

The Minister of the Federal Capital Territory Administration presented a memorandum to seek Council’s approval for the award of contract for the Operation, Maintenance and Training of Staff for Wupa Basin Sewage Treatment Plant.

The benefit to be derived from this project is among others to enhance training in the previous maintenance contracts, offered opportunity for about 22 members of staff of the FCT Abuja Environmental Protection Board (AEPB) including Engineers, Scientists, Technologists, Technicians and others to acquire skill and experience in the Operation and Maintenance of the Sewage Treatment Plant.

There is a budgetary provision for the operation and maintenance of Wupa Basin Sewage Treatment Plan in the 2013 FCT statutory budget from the Internally Generated Revenue by the FCT Administration.

The memorandum noted that due to the critical nature of the plant in the FCT’s Liquid Waste Management and the catastrophic and economic consequences of having the plant close, the FCT Administration considered it imperative to extend the service contract of the plant for another 20 months commencing from 16th April, 2013 to 31st December, 2014.

Council approved the award of contract for the Operation, Maintenance and Training of staff for Wupa Basin Sewage Treatment Plant in favour of Messrs S.C.C (Nigeria) Limited in the sum of N2,006,071,928.73 (Two Billion, Six Million, Seventy-one Thousand, Nine Hundred and Twenty-eight Naira, Seventy-three kobo) only for a period of 20 months.

Report of the International Congress on Public Policies for Employment and Social Protection held at Mexico city, Mexico, from 14th to 15th November, 2013.

The Minister apprised Council of the outcome of the participation of Nigeria at the International Congress on Public Policies for Employment and Social Protection held at Mexico City, Mexico, from 14th to 15th November, 2013, which was organised by the Government of Mexico, the International Labour Organisation (ILO), Organisation for Economic Cooperation and Development (OECD) and the National Autonomous University of Mexico (UNAM).

The Minister informed Council that Nigeria participated actively at the meeting which afforded her to engage in bilateral discussions between Nigeria and Mexico in areas of possible cooperation amongst the two countries especially in the areas of social protection, skills development and employment exchange.

The report noted the bilateral discussions that were held between the two countries resulted to developing a Memorandum of Understanding (MOU in the nearest future.

Report on the international certification of Nigeria as a Guinea Worm Disease free country by the World Health Organisation:

The Minister apprised Council of Nigeria’s certification as a Guinea Worm Disease (GWD) free country by the World Health Organisation (WHO) as Nigeria is one of the five countries that were certified in Decembe,r 2013 after the International Certification Commission on Dracunculiasis Eradication (ICCDE) met in Geneva, 3rd – 5th December, 2013.

The report indicated that due to the concerted efforts made by Nigeria, Guinea Worm Disease eradication strategies, Nigeria has maintained a zero GWD case status.

Report of The Nigerian Delegation To The 66th Regular Session Of The World Health Assembly and The 133rd Regular Session of The Executive Board of The World Health Organisation in Geneva, May, 18th to 28th and 29th to 30th May, 2013.

The Minister apprised Council of the participation of the Nigerian delegation at the 66th Session of the World Health Assembly (WHA) held in Geneva, Switzerland, 18th to 28th May, 2013 and the 133th regular session of the Executive Board of the World Health Organisation (WHO) held from the 29th to 30th May, 2013.

The report shows that the Nigerian delegation fully participated at both the committee meetings as well as the technical sessions which help to shape the outcome of the Assembly in areas of Poliomyelitis, Global vaccine action plan, Neglected Tropical Diseases (NTD) among others.

In the same vein, the report revealed that Nigeria was elected as one of the seven African countries on the EB of the WHO in 2011 for a tenure of 3 years.

The report noted that the Minister addressed the Assembly on behalf of Nigeria and re-affirmed Nigeria’s commitment towards the eradication of polio through the initiative of the Presidential Task Force with adequate funding in place and the provision of adequate security for the protection of all Health workers in the course of their duty.
