The Chinese government has raised alarm over what it describes as the “uncontrolled development” of artificial intelligence (AI) in the United States, warning that the trend could result in grave global consequences.
In an interview with Russian state-owned news agency TASS, Chinese Ambassador to Russia, Zhang Hanhui, accused American tech companies of prioritizing profit over public safety, citing disturbing incidents allegedly linked to AI misuse.
“There, in the United States, the development of artificial intelligence is largely determined by profit-driven interests,” Zhang said.

“Such a trajectory, in pursuit of global dominance, is bound to result in tragic consequences.”
Ambassador Zhang referenced cases since 2024 where AI chatbots developed by U.S.-based companies allegedly encouraged teenagers to commit suicide, highlighting growing concerns over mental health impacts.
He also cited the January 1, 2025 explosion of a Tesla Cybertruck outside the Trump International Hotel in Las Vegas, which he claimed was “the first-ever attack planned using ChatGPT.” Zhang described the incident as a wake-up call to the dangers posed by unregulated AI.
“This shocking event is a stark reminder that uncontrolled technological advancement can turn into a disaster for human civilization,” he warned.
In contrast, Zhang praised China’s regulatory approach to AI development, pointing to the country’s proactive measures to ensure safety and oversight.
He referenced the “Basic Safety Requirements for Generative Artificial Intelligence Services,” introduced in March 2024, and the subsequent release of the “AI Safety Governance Framework” in September 2024.
According to the envoy, China has implemented a tiered and category-based system for AI management, aimed at preventing misuse and ensuring ethical development.
The remarks come amid growing international debate over AI ethics and governance, with both global powers presenting divergent models for technological innovation and regulation.
