Rivers State Governor, Siminalayi Fubara, has submitted the 2026–2028 Medium-Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for consideration.
The Speaker of the House, Martin Chike Amaewhule, read a letter from the governor conveying the submission of the three-year fiscal framework during an emergency plenary session held on Thursday.

The sitting marked the Assembly’s first plenary in more than three months, following its last session during which lawmakers screened commissioner nominees forwarded by the governor.
Before that meeting, the House had convened on January 8, when it commenced impeachment proceedings against Governor Fubara before adjourning and failing to resume on its scheduled date of January 15.
At the close of Thursday’s sitting, lawmakers deferred consideration of the MTEF to a later date.
The Medium-Term Expenditure Framework serves as a fiscal planning document that outlines government revenue projections, expenditure estimates and economic assumptions over a three-year period, providing the basis for annual budget preparation.
