The Bureau of Public Enterprises (BPE) has emphasized that tolling is a crucial component for maintaining and expanding Nigeria’s road infrastructure sustainably. According to the agency, implementing toll systems on major highways will generate the necessary funds for road maintenance, reduce reliance on government funding, and enhance the overall quality of transportation networks.
Speaking on the issue, BPE’s Director-General, Ayodeji Gbeleyi, stated that tolling would provide a steady revenue stream for road repairs and new projects, ensuring that Nigerian roads remain in good condition without straining public finances. He added that private sector participation in road infrastructure development is key to addressing the country’s long-standing transportation challenges.

While tolling has been a contentious issue in Nigeria, with concerns about affordability and transparency, proponents argue that an efficient and well-managed tolling system could significantly improve road safety, reduce travel times, and attract investment in the sector. The BPE has assured that any tolling framework would include measures to prevent excessive charges while ensuring accountability in fund management.
Infrastructure experts have urged the government to adopt global best practices in toll collection, including electronic payment systems, to minimize leakages and improve efficiency. They also stressed the need for public-private partnerships (PPPs) to drive road development and ensure that toll revenues are reinvested into infrastructure upgrades.
As Nigeria seeks sustainable solutions for its growing infrastructure needs, tolling is increasingly seen as a viable option to fund road maintenance and expansion, ultimately improving transportation for businesses and citizens alike.
