The Federal Government is reviewing past polices to consider those that failed or succeeded.
The Head of the Civil Service of the Federal Alhaji Bukar Goni Aji stated this in Abuja when he appeared before the National Conference Committee on Public Service.
According to him, the Bureau of Public Service Reforms had already started working to review all implemented polices of government and structures of agencies right from Udoji to date. “They are also working on a document cataloging all the reform initiatives within the Public Service and bring out the ones that have failed, faired and the ones that are working”, he said.
The Head of Service who sited example of monetization, expressed concerned over the lop-sided implementation of the policy, especially on houses that were initially built for civil servants close to their working place but monetized to people who are not civil servants. Government, he said, is reviewing these policies either to reintroduce them or discard them.

Alhaji Bukar Goni Aji informed the Committee further of the need to deepen the on-going efforts for institutional renewal to restore the pride and professionalism of the service as the engine room of governance and service delivery. This according to him, include enhanced framework for competence-based Human Resources Management; performance oriented and technology enabled managerial system with commensurate rewards and sanctions and greater demand for accountability, efficiency, productivity and transparency.
The Head of Service further pointed out the need to reinforce policy-regulations operational between line-Ministries and their Parastatals. This, according to him will enable Ministries to better track policy implementation and report on overall sector performance.
The Head of Service further told the Ebele-Okeke led committee that there is the need to continuously take measures to address the skill and competence gaps of the service through training and injection of required skill. And that, this “Should not be subverted by the offices of ad-hoc staff, consultants, special advisers and assistants as well as task forces, which should actually be only complementary.”
“There is the need to invest, in a more systematic manner, in the continuous development of human resources within the Public Service and the enhancement of competitive wage structure and overall welfare (including working environment, training, staff houses etc) and the need to define more clearly, the boundaries of power, authority and function between top Government functionaries, such as Ministers, special advisers and assistants and Permanent secretaries for a more harmonious working relationship”, he said.
