The Independent National Electoral Commission (INEC) has rejected the notice submitted by the Peoples Democratic Party (PDP) regarding its upcoming 100th National Executive Committee (NEC) meeting, citing non-compliance with established procedures.
In a letter dated June 13, 2025, and addressed to the PDP National Chairman, the electoral umpire pointed out that the party’s notification failed to meet the requirements stipulated in the 2022 Regulations and Guidelines for Political Parties.
The letter, signed by INEC’s Acting Secretary, Hajiya Hau’ru Aminu, stated that the notice did not carry the mandatory joint signatures of the PDP’s National Chairman and National Secretary as required by law.

Specifically referencing Part 2(12)3 of the guidelines, INEC reminded the party that “the National Chairman and National Secretary of the Party shall jointly sign the notice of convention, congress, conference or meeting and submit same to the Commission.”
The letter read in part:
“The Commission draws your attention to the fact that the notice is not in compliance with the stipulated guidelines. Be guided accordingly.”
PDP had on May 30, 2025, notified INEC of its plan to hold the NEC meeting at its National Secretariat in Abuja, fulfilling the 21-day notice period required by law. However, the document was only signed by the Acting National Chairman, Umar Damagum, without the co-signature of the National Secretary, Samuel Anyanwu, thereby rendering the notice invalid in the eyes of the electoral body.
