The Kano State Government has strongly condemned a recent statement by Alhaji Usman Alhaji, leader of the APC Patriotic Volunteers, announcing plans to establish a shadow government in the state.
Describing the move as illegal and unconstitutional, the government warned that such actions could have serious social and legal consequences for Kano State and Nigeria’s democratic system.
In a statement issued on Saturday, the state Commissioner for Information and Internal Affairs, Comrade Ibrahim Abdullahi Waiya, reminded the APC that Nigeria operates a presidential system, which does not recognize shadow governments, unlike the parliamentary model in the United Kingdom.

“The idea of forming a government within a government is not only unconstitutional but also a reckless attempt to destabilize Kano State,” the statement read.
The government accused the APC of engaging in desperate tactics to remain politically relevant after suffering electoral defeat.
It reaffirmed that the elected administration of Governor Abba Kabir Yusuf remains focused on governance, with priority given to education, healthcare, infrastructure, youth empowerment, and poverty alleviation.
The statement highlighted key achievements of the Yusuf administration, including the highest budgetary allocation to education in the country, major investments in healthcare and infrastructure, and institutional reforms aimed at transparency, accountability, and good governance.
Warning against any attempt to incite chaos or disrupt the state’s peace, the government vowed to take firm action against individuals or groups seeking to undermine the democratic process.
“We will take firm action, in accordance with the law, against any individual or group attempting to destabilize the state,” the statement added.
