    Seon and RedSpeed® Partner to Offer End-to-End Stop-Arm Camera Solution for School Buses

    Coquitlam, Canada, March 26, 2014 –(PR.com)– Seon Design Inc. and RedSpeed® USA are pleased to announce that they have completed a partnership agreement to offer an end-to-end stop-arm violation enforcement solution to the school bus market. The joint solution will combine the strengths of Seon as the world’s #1 provider of mobile video surveillance equipment for school buses, with RedSpeed’s expertise in photo enforcement violation processing in an effort to improve student safety during the most vulnerable period of loading and unloading students.

    This automated stop-arm violation enforcement solution will use Seon’s digital video recorders, capable of GPS location tagging, with two exterior cameras mounted on the driver side of the bus to capture and record stop-arm violations in both directions of travel. When a stop-arm violation is detected, video evidence will be automatically wirelessly uploaded to a central server for review by RedSpeed authorized personnel. Once RedSpeed® has verified the violation, an evidence package is created and forwarded to law enforcement personnel for review and final approval. Once the ticket has been approved by the police, RedSpeed will print and mail a ticket to the registered driver. Unlike other stop-arm solutions on the market, this system uses a high-definition (HD) camera to capture license plate numbers with crystal clear clarity, even at high speeds.

    “We are very pleased to partner with RedSpeed to deliver a solution that will make a real impact on student safety,” says Terry Akiyama, President of Seon Design Inc. “School transporters will have an automated solution that doesn’t require any bus driver interaction to address the real problem of stop-arm violation enforcement.”

    According to the 2013 National Stop-arm Violation Count conducted by the National Association of State Directors of Pupil Transportation (NASDPTS), over 108,000 school bus drivers in 29 participating states reported that 85,279 vehicles passed their buses illegally on a single day. This system is targeted to reducing the frequency of stop-arm violations and the injuries and fatalities that result from them every year across North America.

    According to Robert Liberman, Managing Director for RedSpeed, “The combination of RedSpeed’s proven turn-key processing services with Seon’s mobile surveillance expertise will ensure a seamless implementation of a stop arm enforcement program for every client.”

    Up to 3 interior cameras can be added to the system for further protection of students and drivers inside the bus. This stop-arm enforcement solution will be available to order for any school district or contractor-owned buses in Canada or the United States provided the appropriate legislation is in place. Illinois, home to RedSpeed’s corporate headquarters, recently passed legislation approving use of the technology in August 2013.

    “Many Seon customers have added stop-arm cameras to their existing camera systems and successfully captured video evidence of stop-arm violations,” adds Akiyama. “This partnership with RedSpeed will further automate the solution giving them a true end-to-end system for capturing, processing and enforcing stop-arm violations.”

    The two companies are launching a pilot project to test and refine the solution at a school district in RedSpeed’s home state of Illinois. Once the initial pilot is complete and meets the outlined success criteria, the two companies plan to launch and market a commercially available solution in those states with existing or pending stop-arm camera legislation.
