A customer-led solution to address pain points in public healthcare
Kelvin Yu, Chief Product Officer, FWD Hong Kong & Macau, said: “Government statistics³ show that approximately 3% of patients incur over HKD 10,000 in public hospital expenses, while the annual out-of-pocket medication costs for cancer patients can reach up to HKD 400,000. The self-financed costs for drugs and medical items in the public healthcare system create a significant financial burden for many families. FWD has always been committed to a customer-first approach, striving to bridge the public’s health protection gap with innovative products. The newly launched “One&All Medical Insurance Plan” incorporates ESG principles to offer more accessible and affordable protection for our customers and the community. “One&All“ offers coverage segmented by hospital type, addressing the pain points of those who lack adequate medical protection, such as the inability to afford high-cost self-financed items in public hospitals, or the risk of missing the crucial treatment window due to long waiting times for imaging tests in the public system. Optional benefit can also be applied for parents without any health underwriting.”
Kelvin added: “FWD is also actively expanding its medical partnership network. We are delighted to collaborate with the Hong Kong Pharmaceutical Care Foundation to provide customers of One&All and other designated plans with a first-in-the-market², pharmacist-led drug consultation and medication management service. This allows us to offer comprehensive health support that goes beyond the insurance policy itself.”

- Level Access: Features simplified underwriting⁴ with only three simple health questions for enrolment, and daily premium being less than HKD3 5. It is designed to provide basic protection for the uninsured, covering self-financed items in Hong Kong public hospitals and referrals to private facilities for imaging tests6 to reduce waiting time. It also offers cash benefits for income loss due to hospitalisation worldwide or day surgeries. The aggregate limit is up to HKD 500,000 per disability7 per policy year.
- Level Beyond: In addition to the benefits of Level Access, this level extends coverage to treatment expenses in public and private hospitals across Mainland China and Macau. Designed to meet the growing demand for cross-border medical treatment, this plan offers Cross-border Medical Services at the Greater Bay at a more affordable premium. The aggregate limit is up to HKD 850,000 per disability7 per policy year.
- Level Connect: Covers all benefits from Level Access and Level Beyond, and extends coverage to all public and private hospitals across Asia8, including Hong Kong and Mainland China. The aggregate limit is up to HKD 1,000,000 per disability7 per policy year. Uniquely, this plan allows customers to add an optional benefit9 for their parents. This feature is targeted at the problem of securing coverage for parents, as they can be added to the plan with no health underwriting or in-person signing required. Coverage similar to Level Access can be enjoyed after the waiting period.
Expanding network of medical partners to help customers address medication concerns
As part of its ongoing network expansion, FWD collaborates with the Hong Kong Pharmaceutical Care Foundation to offer first-in-the-market² drug consultation and management services, providing eligible customers10 with comprehensive health management that extends beyond medical insurance to address any medication-related concerns.
S C Chiang, Director, Hong Kong Pharmaceutical Care Foundation, said: “With the rapid advancement of medical technology today, the range of available medication is constantly increasing. When faced with complex prescriptions, many people struggle to obtain adequate consultation and guidance, which can lead to uncertainty and may even impact treatment outcomes if medications are not used correctly. As a non-profit charitable organisation dedicated to enhancing public medication safety and promoting the professional services of pharmacists, we deeply understand the importance of safe medication use. Through this collaboration, we will provide FWD customers with professional drug consultation and management services. This will offer them clearer guidance on their medication and ensure they receive more comprehensive and personalised health management support.”
