The All Progressives Congress Presidential Campaign Organisation has asked President Goodluck Jonathan to explain to Nigerians how five trillion Naira (N5tn) in oil and gas revenue went down the drain. The 2015 Appropriation Bill on Wednesday was given a second reading at the House of Representatives. The bill was laid before the House by President Goodluck Jonathan, through the Finance Minister, Ngozi Okonjo-Iweala, on December 17. The N4.36 trillion budget, predicated on 65 dollars per barrel of crude oil benchmark, comprises N411.84 billion for statutory transfers, N943 billion for debt servicing and N2.61 trillion for recurrent expenditure.
