The Senate has retained immunity for governors and president, in a move contrary to the position of the House of Representatives as the process leading to the amendment of the 1999 constitution continues. The upper house ratified 23 new amendments to the 1999 Constitution, approving autonomy for local governments, by amending Section 7 of the constitution. The construction of Abuja (Idu)-Kaduna Standard guage rail line is 85 percent complete and would be delivered by December this year. In a bid to decongest the prisons, Kaduna State Government on Monday ordered the release of 547 prisoners from prisons across the state, among them nine old men who are above the age of 60 and an inmate infected with HIV. The Kaduna, Zaria, Kafanchan, Kachia, Kwoi, Soba, Makarfi, Saminaka, Birnin Gwari, Manchok, Gwantu and Ikara prisons were the facilities where inmates were freed to decongest them.
