In a groundbreaking revelation during the presentation of the 2024 budget to the Borno State House of Assembly in Maiduguri, Governor Babagana Zulum of Borno State shared the remarkable success of his administration in facilitating the resettlement of over one million displaced persons affected by the insurgency crisis. This massive initiative has seen the establishment of more than 20,000 newly constructed homes across the ancestral communities of the affected individuals.
Governor Zulum attributed the success of the resettlement and the subsequent closure of many Internally Displaced Persons (IDP) camps in the state to the improved peace that has prevailed. He expressed gratitude for the peace bestowed upon the region by stating, “The prevailing peace bestowed upon us by Allah in Borno has facilitated the resettlement of over one million fellow citizens previously dwelling in Internally Displaced Persons (IDPs) Camps.”
The newly constructed and rehabilitated resettlement homes, spread across various Local Government Areas of the state, now provide secure and dignified living conditions for those who were once displaced. Governor Zulum highlighted the comprehensive efforts made to reinstate civil authority, provide essential amenities, and establish sustainable livelihoods for the returnees.

In his address to the House, Governor Zulum reassured that the security situation in the state has significantly improved and pledged that this positive trend will persist. His administration’s commitment to peace and stability has not only resulted in the resettlement of displaced persons but also in the restoration of normalcy and prosperity to the affected communities.
**Repentant Insurgents: A Path to Reintegration**
Governor Zulum also shed light on another critical aspect of his administration’s efforts – the reintegration of repentant insurgents into society. He revealed that the state government initiated a dialogue that led to the surrender of over 150,000 insurgents, aligning with the UN Framework on handling individuals exiting violence.
The governor emphasized the significance of the Disarmament, Demobilisation, Deradicalisation, Rehabilitation, Reconciliation, and Reintegration (DDRRRR) approach as the most viable way forward in reintegrating repentant insurgents into society. This holistic strategy, aimed at addressing the multifaceted challenges posed by insurgency, has garnered support from various stakeholders, including the United Nations and the European Union.
Highlighting international support for the initiative, Governor Zulum mentioned that Germany is contributing €10 million to the program. Despite this support, he acknowledged the need for additional grants to ensure the effective implementation of the Disarmament, Demobilisation, Deradicalisation, Rehabilitation, Reconciliation, and Reintegration programs.
