Adopting the Federal Building Code can never be effective without enabling laws from the State House of Assembly.
The Permanent Secretary, Ministry of Housing, Mr. Belema Mangibo, stated this today when members of The Nigeria Institute of Quantity Surveyors, Rivers State Chapter, paid a courtesy call on him in his office as part of activities to mark their 2014 QS Quantity Surveyors week.
This year’s theme is ‘Modern Trends in Information Communications Technology (ICT) For an Effective Project Delivery’.
Mr. Mangibo explained that housing litigations are numerous and Rivers State is still working on lapses and amendments in the Federal Building Code to suit our peculiar terrain and called on them to enforce professionalism in their conduct, especially in the area of supervision of building materials.
The Permanent Secretary applauded the Rivers State Government, under the leadership of Governor Chubuike Rotimi Amaechi, for the provision of more housing units to meet the housing needs of the state.
Mr. Mangibo informed the Quantity Surveyors that the Ministry of Housing had a lot of registered professional quantity surveyors in its employ.
In his contribution Mr. Emenike Isiah, The Director Planning, Research and Statistics of the Ministry of Housing, explained that the House of Assembly is working on the relevant sanctions for those who violate building laws, when this is achieved, it would serve as the much needed enabling laws to be used to enforce the adopted National Building Codes.
Earlier, the State Chairman of The Nigeria Institute of Quantity Surveyors, Mr. Bayo Anitowose explained that their major challenge includes, the failure of project financiers of building projects who do not elicit the services of professional quantity surveyor.
