The Lagos State Government has announced that construction of the $3 billion Green Line Rail Project, which will connect Marina to the Lekki-Epe corridor, is scheduled to commence in December 2025.
The disclosure was made by the Lagos State Commissioner for Transportation, Oluwaseun Osiyemi, in a statement shared via the state government’s official X (formerly Twitter) handle on Monday.
Osiyemi stated that the state had completed comprehensive feasibility studies and conducted extensive stakeholder engagements along the Lekki-Epe corridor in preparation for the takeoff of the project.
According to him, the Green Line — designed to be completed within two to three years — will be executed in phases. The first phase will stretch from the Lekki First Tollgate to Epe, while the second phase, beginning from Marina, will feature an innovative on-water segment.
“The government has conducted extensive consultations and feasibility assessments along the Lekki-Epe Expressway corridor ahead of the Green Line’s commencement in December,” Osiyemi said. “The project, expected to last two to three years, will connect Marina to Epe, with construction to proceed in phases — the initial phase covering Lekki First Tollgate to Epe, and the second, from Marina, to be developed over water.”
The announcement follows renewed enforcement operations along the Lekki-Epe Expressway, where the government is clearing encroachments and reclaiming wetlands to preserve the Green Line’s designated right-of-way.
The Green Line, one of several intra-city rail corridors under Lagos State’s Strategic Transport Master Plan, is expected to boost connectivity, ease traffic congestion, and enhance economic activity within the rapidly expanding Lekki-Epe axis.
