That is according to former Liverpool defender and pundit Steve Nicol, who says the deal would not be good business for Chelsea.
Lukaku is in line to return to the Blues three years after leaving for Everton, in a deal worth around £80million.
The Belgium forward would replace Diego Costa at Chelsea, who has been told by manager Antonio Conte to look for a new club.
Nicol thinks Lukaku will come out of the deal better than Chelsea as he will have a pay rise and the Blues will have a striker who does not suit their style of play.
“I’m not so sure it’s good business, it’s certainly going to happen,” he said on.
“It’s great for Lukaku, he will certainly get a big bump in money.
“He’s going to a great team in Chelsea but I’m not sure he fits in.
“This is definitely going to happen but my goodness, when you’ve got rid of a player and then you spend a crazy amount of money getting him back.
“If indeed it happens, every man and his dog says it’s going to happen, I’m sure it will.
“Is he going to be a hit? I’m not so sure.”
