Toure, back in the City side having been frozen out by coach Pep Guardiola earlier in the season over comments made by agent Dimitri Seluk, had been linked with a move to the Chinese Super League.
The 33-year-old, who has been at City for seven years, has yet to be offered a new contract.
Seluk said he expected Toure to leave in the summer and suggested he could cross Manchester to play for City’s closest rivals.
“Why not? Jose Mourinho is a very good coach. Zlatan Ibrahimovic was together with Yaya in Barcelona,” he added.
“I understand this is two clubs who are rivals but for me, for example, this is not a problem.”
He said: “At this moment the situation is like this — from yesterday we officially started negotiating with different clubs about his future.
“We cannot wait until the last minute, until June, and have no negotiations with anybody.
“Some clubs have contacted me. Now we have three options. I don’t speak about Yaya and China or MLS. He will play in Europe. I have spoken with clubs in different countries — Italy and Spain.
“Clubs from England waited for the situation with Manchester City, but now we can speak in England.”
But speaking to Sky Sports ahead of City’s home game against Liverpool on Sunday, Toure said he wanted to stay, while Guardiola has said he does not plan wholesale changes to the City squad.
