Borno State Governor, Professor Babagana Umara Zulum, has signed the 2025 appropriation bill into law, approving a total budget of N615.86 billion.
Governor Zulum had earlier presented a proposed budget of N584.76 billion to the State House of Assembly on December 9, 2024.
However, following deliberations, the Assembly increased the budget by N31 billion and passed it on December 24.

Speaking during the brief signing ceremony held at the Council Chamber of the Government House on Monday, Governor Zulum described the budget as the “Budget of Recovery and Continuity.”
He emphasized his commitment to fulfilling campaign promises made during the 2023 elections.
“This year is very important for me because I want to complete all my promises I made during the 2023 electioneering campaigns,” Zulum said.
The governor directed heads of Ministries, Departments, and Agencies (MDAs), as well as members of the state executive council, to strictly adhere to the budget provisions when presenting memos for approval.
Zulum also expressed appreciation to the State House of Assembly for the timely passage of the budget.
“We have to commend the leadership of the House of Assembly and the maturity of the House, led by our able Speaker, Rt. Hon. Abdulkarim Lawan,” he stated.
He highlighted the legislature’s critical role in supporting the government’s developmental agenda, noting that cooperation between the executive and legislative arms has driven progress across the state.
In his remarks, Speaker Abdulkarim Lawan commended Governor Zulum for his visionary leadership and the numerous developmental projects executed over the past six years.
He explained that the upward adjustment of the budget was necessary to accommodate key, people-oriented projects to be implemented by various MDAs.
