Office of the Head of Service Report
The Head of the Civil Service of the Federation, Bukar Goni Aji has called on civil servants to always uphold the values and ethics of the Service. He made the call through the Permanent Secretary, Common Services Office in the Office of the Head of the Civil Service of the Federation, Yemi Adelakun during an interactive session with the federal civil servants in Lagos recently.
Bukar Goni Aji explained that the interactive session was to evaluate the effectiveness of service delivery and identify challenges of federal civil servants in the states; noting that values and ethics upheld would lead to effective and efficient service delivery. He added that the visit would enable them to assess the performance of the officers, look at their working environment, their infrastructure, tools and system of operation as well as the affability of their relationships with their host communities.
According to the Head of Service, the aim of Government is to build a world class civil service that is able to efficiently and effectively deliver services to the good people of Nigeria. Towards this end, he said reforms are ongoing in all sectors in the civil service.
He recounted some of the reforms recently carried out by his Office to include: Peer Review Mechanism among Permanent Secretaries, restructuring of the Office of the Head of the Civil Service of the Federation, the creation of the Pension Transition Arrangement Department (PTAD), creation of two new departments in MDAs – namely, the General Services and Reform Coordination as well as the Service Improvements Departments.
He further mentioned the Transfer of the Group Life Insurance Scheme to the Office of the Accountant- General of the Federation, professionalization in MDAs, the restructuring of the Bureau of Public Service Reforms with the appointment of a Director- General, the unprecedented promotion of over one hundred Deputy Directors on GL 16 in the Federal Civil Service to the post Director (GL 17), re-designation of the post of Director in the Office of the Permanent Secretary to Director (Special Duties) with additional schedule of duty as some of the attainments of the office.
Also identified as recent strides were the Integrated Personnel and Payroll Information System (IPPIS) with the Human Resource Component which is now being implemented to ensure that staff salaries are paid promptly, the rehabilitation of the National Record Centre, Karu and its upgrade so as to ensure proper records management in the civil service and the payment of 19,439 Civil Servants who applied for housing loans from the Federal Government Staff Housing Loans Board (FGSHLB).
Bukar Goni, through his representative, Yemi Adelakun said that the Federal Government is highly interested in the general welfare of all Federal Civil Servants, irrespective of their location. He inferred that the Government is vigorously working to ensure that workers are properly trained and motivated, urging workers to reciprocate these laudable gesture by remaining loyal, hard working and ensuring that all efforts gear towards effective and efficient services to the nation.
