The Head of Civil Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita, has reiterated the commitment of the Federal Government to reposition the Civil /Public Service for better performance and high quality service.
Mrs. Oyo-Ita gave the assurance during the opening ceremony of the retreat for Members of the Project Management Teams (PMTs) for the Implementation of 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP) in Calabar, Cross River State on Wednesday, 31st January, 2018.
According to the Head of Service the retreat is strategically designed to equip members of the PMTs with requisite skills and knowledge to deliver on the expected outcomes of the strategy.
The Federal Civil Service Strategy and Implementation Plan (FCSSIP) is expected to deliver N60-120bn savings from cleaning Human Resources data on the Integrated Personnel Payroll Information System (IPPIS), save about 2.5bn from digitizing content, train at least 25,000 civil servants through the revamp core modules and cultivate at least 200 future leaders through the LEAD-P.
The Head of Service also mentioned some of the expected outcomes to include improved staff competences and skills through well targeted and funded programmes across all grade levels. Result Based Performance and Meritocratic environment for Civil Servants with clarity on metrics. Clear career path value proposition. A more innovative Civil Service that brings in innovation from within and outside the service to improve service delivery. Improved Productivity and Governance for Human Resources (HR) administration across all the processes with full transparency on Civil and Public Servants in the system.
There will also be improved enterprise Content Management with digitized records, automated workflow and overall improvement in sharing information and collaboration across the service.
According to the Head of Service, these improvements will culminate in a value driven Civil Service with Civil Servants that are Efficient, Productive, Incorruptible and Citizen-Centered (EPIC).
Earlier in his opening remark, the Permanent Secretary, Service Policy and Strategic Office (SPSO), Mr. Ndubuisi Osuji said the Office of the Head of the Civil Service of the Federation is committed to reposition the public service sector for better performance. He therefore urged the members of the PMTs and the relevant stakeholders to remain steadfast in the quest to transform the Public Service for Sustainable Socio-Economic Development of Nigeria.
The 2017 -2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP) was launched in February, 2017. The Plan is to reposition the Nigerian Civil /Public Service.
The plan which has been approved by the Federal Executive Council is in line with the change mantra of the present administration. It also aligned with the recently launched National Economic Recovery and Growth Plan (ERGP)
