The Supervising Minister of the National Planning Commission, Bashir Yuguda has said that the new Performance Management System (PMS) will provide a platform for continuous performance enhancement with regards to national development programs within sectoral, institutional and individual levels.
The Supervising Minister said this recently when he presided over the ceremony marking the adoption of a new Performance Management System (PMS) by the Federal Government in the public service as a means of promoting good governance and achieving effective service delivery in line with the present government’s Transformation Agenda and the NV20:2020 in his office in Abuja.
According to the him, the ceremony which was attended by the Head of the Civil Service of the Federation, Bukar Goni Aji and the Chairman of the Federal Civil Service Commission, Joan Olatoyosi Ayo as well as the Director – General of the Bureau of Public Service Reforms, Joe Abbah aimed at adopting the report of the tripartite committee on the harmonisation of the performance management system framework. The Tripartite Committee, he noted comprises of the National Planning Commission, the Office of the Head of the Civil Service of the Federation and the Federal Civil Service Commission.
Bashir Yuguda explained that the idea of the PMS is to support the transformation of the Federal Public Service by developing the structures, processes and procedures for managing result-oriented performance at the sectoral, institutional and individual levels within the Federal Public Service.
“The National Planning Commission initiated the adoption of the performance management system in August, 2012 which had culminated into the signing of performance contract agreements between the President and his Ministers. Consequently, the performance contract as designed has cascaded down to the Ministers and their Permanent Secretaries and also the Permanent Secretaries and Directors in all the federal MDAs,” he intensified.
The Planning Minister further lauded the Head of Service for the innovative way of collaborating with the State Civil Service on the reforms being embarked upon by the Federal Government, urging them to gear up towards achieving more.
He also stressed on the relevance of Monitoring and Evaluation (M&E) framework and the contract performance system as well as the role of SERVICOM in bringing about effective service delivery and the desired good governance in the country. “We have been doing M & E and performance contract initiated by us. SERVICOM is important. It is not looking at what others are doing,” the Minister noted.
Yuguda further disclosed that the new PMS seeks among others to build competency and capacity at all levels through the identification of knowledge, skills gaps and the institutionalization of a performance – based culture within the Federal Public Service; adding that it will provide recognition and reward for high performance at all levels.
The Tripartite Committee during their sessions observed that lack of a comprehensive Performance Management System and the existence of inherent weaknesses in the current structure such as non-alignment of performance appraisal to the Federal Public Service, national objectives and goals have emphasized the need for the review to have a new PMS.
They also noted that there were no clearly defined national performance measures for public understanding of service delivery outcomes and the absence of M&E systems to cross – check institutional and developmental performances.
