As part of ongoing efforts by Government to speed up processes in the conduct of government business, the Head of the Civil Service of the Federation, Mr. Danladi Kifasi, has stressed the need for Ministries, Departments and Agencies of government to migrate from the paper based system of documentation to electronic system, and possibly modeled after the Federal Ministry of Information’s Workflow Electronic Document Management Solution (EDMS).
The Head of Service made this known on Friday in Abuja when he led a delegation to the Ministry to understudy the EDMS being used for file tracking and document management.
Represented by Dr. Amina Shamaki, Permanent Secretary, Special Duties in the Office of the Head of the Civil Service of the Federation, Mr. Kifasi described the deployment of the application as a good development which deserves to be replicated in all Ministries, Departments and Agencies (MDAs) of government. “It is very interesting to see what has been achieved even at this pilot phase. The fact that information can be obtained right at one’s desk will cut down delay in attending to files. This will also allow the Civil Service attain its desired glory and boost public confidence in government processes”, she stated.
She said the possibility of engaging indigenous computer manufacturers to provide computer systems at an affordable price to enable other MDAs of Government key into the initiative will be explored.
Earlier in her presentation, the Permanent Secretary in the Federal Ministry of Information, Dr. Folasade Yemi-Esan told the delegation that she was inspired to implement the system when on assumption of office, she observed cases of loss of files and documents, long delays in confirming movement of files via the incoming and outgoing physical register format as well as endless search for files, policy documents and critical reports among other issues.
Dr. Yemi-Esan noted that since its takeoff, the whole pilot exercise has been a huge success and the Ministry is now prepared to move to the next phase. “In my registry for instance, there is a sense of pride in tracking file movement. Initially there was resistance to change, but when personnel discovered that the application was user-friendly they welcomed the development”, she said.
