Anambra State Governor, Prof. Chukwuma Soludo, has presented a budget estimate of N607 billion for the 2025 fiscal year to the State House of Assembly.
The budget, titled “Changing Gears 2.0” reflects the administration’s focus on infrastructure, economic transformation, and human capital development, with a strong emphasis on execution.
While presenting the budget, Soludo highlighted his administration’s determination to prioritize governance over politics, referencing the forthcoming governorship election scheduled for November 2025.

“It is evident that there is no stopping our consistent acceleration in a steadfast execution mode. For sure, 2025 is a governorship election year in Anambra State.
While politicians will be focusing on politics, we will be intensely and intentionally focusing 100% on the execution of our multi-faceted agenda with a deadline,” the governor stated.
The proposed budget of N606,991,849,118 represents a 48% increase from the 2024 budget of N410 billion. It allocates N467.5 billion (77%) to capital expenditure and N139.5 billion (23%) to recurrent expenses. The budget deficit is estimated at N148.3 billion, a reduction from 30% in 2024 to 24% in 2025.
Governor Soludo noted that the budget builds on projects initiated in 2024 while introducing new ones.
He emphasized ongoing efforts in infrastructure development, economic transformation, and human capital investment, which collectively account for 70% of the budget allocation.
“We are progressing the development of three new cities: Awka 2.0, Onitsha 2.0, and a new Industrial City.
The Anambra Mixed-Use Industrial City Master Plan and the railway master plan/feasibility study have been completed.
“Afreximbank and AFDB remain committed to supporting the development of the Industrial City. We will continue to enhance the Ease of Doing Business in Anambra to ensure the State becomes the preferred destination for investors,” Soludo said.
He also revealed that the government had recently concluded the second edition of the Anambra Investment Summit (ANinvest 2.0), where 10 elite companies signed Memoranda of Understanding (MOUs).
The administration is also advancing the Solution Fun City project, expected to be the largest in West Africa, with commissioning slated for the coming weeks.
Providing further details, the Commissioner for Budget and Economic Planning, Chiamaka Nnake, noted the administration’s strategic approach to budget implementation.
“We don’t just prepare budgets for preparation’s sake; we know what we set out to achieve in the 2025 budget, and these are the things we have listed to you.
“We have also prioritized security, even though I may not be able to disclose all that we are doing in that area, but a lot is currently going on,” Nnake said.
She also disclosed that the government is developing four heritage sites to boost tourism and economic activity in the state.
Governor Soludo reaffirmed his administration’s vision to make Anambra a preferred investment destination and a hub of economic growth, saying, “Our vision to turn Anambra into a destination rather than a departure lounge is fully on course.”
