ABUJA (Office of HOCSF Report) – The Office of the Head of the Civil Service of the Federation is holding a 7-day Expert Committee Retreat on Integrated Payroll and Personnel Information System (IPPIS) Human Resources Business Process in Calabar, Cross River State for the relevant Human Resources Management Divisions of Ministries, Departments and Agencies in the federal establishments.
In his keynote address at the occasion, the Head of the Civil Service of the Federation,Bukar Goni Aji said that the retreat aims at re-validating the “AS-IS” – HR Manual and developing the “TO BE” Human Resources Business Processes for full integration of the human resources components of IPPIS.
Bukar Goni Aji, who was represented at the occasion by the Permanent Secretary of the Career Management Office in the Office of the Head of the Civil Service of the Federation, Mohammed Abbas noted that the non-deployment of HR Business Processes into the IPPIS platform has impacted on appropriate records keeping and the management of the workforce entry-exist system in the Federal Civil Service.
According to him, the Government’s Transformation Agenda on good governance structure which aims to reduce waste and inefficiency in service delivery to Nigerian citizens has made the reforms in the public service a priority. The Head of Service re-emphasized that the government’s reform objective, especially the repositioning of the Federal Civil Service using the Integrated Payroll and Personnel Management Information System (IPPIS) as one of the launch pads has started yielding tangible results. He further explained that what remains is to implement it to its logical conclusion.
“So far, the celebrated ghost workers syndrome has been eliminated from the financial staff lists and the identified 46,000 ghost workers have been estimated to save more than N130 billion,” he pointed.
He also stated that the deployment of IPPIS system into payroll management has created efficiency in salary management, reduced risks to public financial management, gradually improved the staff records management system, document security and most importantly reduced paper-work- in the administrative processes of personnel / pay management processes.
“The 7-days retreat will not only consolidate on the efforts made to sanitize Payroll and Personnel Records Management Systems, but would also improve work ethics, efficiency, transparency and service delivery to Nigerians. With determination and commitment on our part as civil servants, the challenges of reforms would be overcome and our vision of a world-class Public Service System would be realized,” he averred.
The Head of Service expressed excitement with the competence of the HR experts and consultants who attended the retreat on developing the “TO BE” business processes for the full deployment of IPPIS system. He added that the confidence reposed on them by the Government was validated during the opening ceremony, indicating that having worked closely with some of them, he was sure that they were capable of bringing their wealth of experience and expertise from the different aspects of human resources management and administration to bear on the work of the committee.
“The committee should note that much expectation is on them to develop the TO BE – HR Business Process which he said is critical for full configuration of the IPPIS platform. The completion of this process would lead to the final completion and seamless implementation of the reform,” he called.
